Meeting Minutes

Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.  

In attendance:  CMs, Riazi, Ivey, Eldridge, Garcia, Stewart and MacKenzie

Pledge of Allegiance

Mayor read Proclamations for CM Rodgers, Coolen and Daly for their service to the Town.

Swearing in of Councilmembers

Mr. Sydney Harrison County Clerk swore in the Councilmembers

Delegates Tarlau and Fennell read proclamations from the State Legislature welcoming the new Town Councilmembers.

Chief’s Report

Chief Robshaw presented citation to each member of the Cheverly Police Department Staff for their outstanding work and the record setting low crime numbers for 2016.

Town Administrator’s Report

CM Eldridge inquired about the status of the 6301 park site property.

Mr. Warrington stated that the structure was down and that the crews were still in clean-up mode.  He noted that the large amount of rain has slowed the process, but they will be continuing work until the site is cleared.
Recreation Council

Barbara Pejokovich I want to thank everybody who participated and came to the Flea Market.  The funds are used for the scholarship fund to seniors who live in Cheverly and are going off to college.  Please get your applications back to me as I have only received one of the eight we sent out.  The Easter Egg Hunt was a big success and we had about 200 children and family members.  The next meeting is on the 23rd and is the last meeting until September.  Utilization will be discussed at that meeting. This Saturday is the Garden Club’s plant sale in the pavilion.      

Green Infrastructure Committee

Ms. Salo Cheverly Day is only 9 days away.  Cheverly Day photo contest will feature our waterways, springs and wetlands. How would you represent our waterways in a photo? Include water or water based life.  Complete rules are on the website.  Check out the photo contest section at www.greencheverly.org.  All photos will be on display on Cheverly Day.  Join us for a final stream tour.  On April 15th we will meet at the Woodworth Park at 10 am at 1pm we will explore tributary 3.  On Earth Day there will be a wildlife and nature walk at Watkins Park.

Cheverly Day Committee

Mayor Cheverly Day is May 20th and it is a parade year starting at 10 and the application form is online.  There will be a midway and east-west softball game.  We are still looking for volunteers. We will have laser tag, corn-hole and horseshoes.  The forms will be available on www.cheverlyday.org  and you can send an email to cheverlyday@gmail.com. There is information on ChevProm on the website as well.  

Mayor we will also have bubble soccer.  
 
Planning Board Report

CM Eldridge the Cheverly Sector Plan final comments were prepared for MNCPPC.  The Sector Plan looks at the future of the hospital and all the different areas around Cheverly.  MNPPC has been a great partner working with us. Get involved and thanks to all the people who provided great comments to the document

Introduction O-2-17 Amending the Personnel Section -Military Leave

Mr. Warrington we often find things in our Code that need amending when a situation arises.  In our policy and procedures for military duty we are in full compliance with Federal regulations.  However our Code is not and this amendment to our Code will bring us into full compliance with the Federal Law regarding compensation when either on active duty, reserves or National Guard training.  It will have three readings and be up for adoption in July.

Introduction O-B-17 Adoption of the FY18 Budget and C.I.P.

Mr. Warrington we are introducing this non-codified Ordinance in order to be compliant with State law.  Some time ago we used to adopt the budget by motion and the State wants a more formal and official adoptions, so they require us to do it by Ordinance with the introduction at one meeting and the adoption at another.  Also, at the June meeting we will be having a public hearing on our Constant Yield and on June 9th we have to get to the County and State our official tax rate.  It is then fed into the computer and allows them to prepare the July 1st tax bills.

Mayor I want to thank Robin McClain for the cake she prepared for tonight.

Mayor and Council Announcements

CM Stewart I want to thank Ward 4 for re-electing me.  I want to welcome the new ward members and I look forward to working with them.  Ward 4 needs to be represented in a float for the upcoming parade.  We need people to walk with us or contribute to the float.  Please reach out to me.  Thank you.

CM MacKenzie I also want to thank Ward 6 for electing me and I look forward to working with all of you wonderful folks.  One June 3rd is the first community market and the library will be there with a story time.  Its peace month and there are a lot of activities.  

CM Garcia I just wanted to say thank you for everybody welcoming me.  I am excited about becoming part of the team.   

Cm Riazi I want to thank Ward 1 for coming out on election day and voting.  Check out Cheverly Village membership because it benefits everyone at cheverlyvillage.org.  We are in all of this rain, so it is important that you clean your gutters and dump any standing water on your property.

CM Ivy thank you to the second ward and every candidate that ran.  I am asking you to come out to our Town Hall meetings.  I am looking to all the great things we will do in the future.

CM Eldridge I want to welcome and thank everyone to the council.  I am excited about working with my new colleagues.  I want to thank the people that voted for me in Ward 3.  We have about 20 refugee families from Syria and Afghanistan living around our community.  Cheverly residents have supported these folks and I thank you for that.  This was my 8th bike to school day and we had a lot of energy and it was a great success.  Thanks to the community and Town Staff.

Mayor I welcome the 43rd Cheverly Town Council.  I want to thank the 42nd Town Council for their fine work.  Finally, the Worksession agenda is: a Grant Request from the Cheverly Woman’s Club, we have a new Councilmember briefing, Appointment of Vice-Mayor, Columbia Park Road update, Photo Enforcement Signage, Discussion of Traffic Engineer and the FY18 Budget.
