Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.  

In attendance:  CMs, Riazi, Ivey, Eldridge, Stewart and MacKenzie

Chief’s Report

Chief Robshaw we have a street meet at the apartments from 1-4 on August 19th.  Next month on the 14th or 21st will be our Public Safety Day and we hope to have Mission Barbeque as our food consultant.  Regarding the 24 hour police phone and a number of complaints from the Mayor that we don’t answer the phone, but I looked and we returned every call made to us.  We don’t answer the phone when we are making an arrest or engaged.  This is not 911 and should not be used for those reasons.  I hear about incidents on social media when some of them indicate that a person should have called the police.  The patrol phone is for just such suspicious items to allow the police to stop an incident before it becomes a crime.  If we don’t call you back then call the regular response number.  I’d rather you call than read something on social media the next day.  

CM Riazi on the website, people get confused as to what number is for the County and the office.  They are often calling the County non-emergency rather than the office.

Chief take the Newsletter and cut out the phone numbers and post them on the refrigerator.

CM MacKenzie can we do text messages.

Chief that is an issue that we looked at before and this process is designed to communicate in real time and we want people to know that we are available to answer and let them know we are working on it.  The biggest problem is all you get is a little bit of information in a text box and we want to get as much information and are prepared as we arrive on the scene and what to deal with at the time.

Mayor we are reticent to use text messages and we are talking about a very small number of calls.

CM Stewart than you for your presentation at the Worksession.  I was hoping you could provide our neighbors with information on a ride-a-long and the benefits of a ride-a-long.

Chief Robshaw I encourage ride-a-longs because you get to see close-up what the police do and you can see where the problems that are out there and you know more later on when you see something suspicious.  You also get to see some of the difficulties we often encounter.

Town Administrator’s Report

Mr. Warrington noted that the staff was preparing for the upcoming audit.

Recreation Council

CM MacKenzie on August 19th there will be an ice cream social at the pool at Cheverly Station from 1-4pm.

Green Infrastructure Committee

CM Riazi we look at how we can have the Green Infrastructure Plan as a living breathing document.  Matt Salo gave that report on the animals, plants and fauna.  They gave some input on the proposed climate change resolution being discussed by the Council.  We are looking at opportunities with the Craftsman site.  They are looking at an Arborist to assist residents regarding trees on their property and they are looking for how to use a naturalist in Cheverly East Park to educate children.

Cheverly Day Committee

Mayor there will be a meeting in September.  We are looking for volunteers to make a new guard to take over for the old guard.
Planning Board Report

Mayor the vast majority of the work has been about the County Zoning re-write.  This County Council may want to approve this before the new County Council is elected.  They also discussed the Craftsman building project and what they want to see there.  There are a lot of possibilities and a process moving forward and not a final design.  There are hurdles and a lot of skepticism.  We are looking to get an easement to construct the path from Cheverly to the Anacostia trail on Kenilworth Avenue.  This should transform our timetable and design as these owners want a bike path to be a component of their property.  

CM Eldridge I think the bike path will be critical to their success to bring in patrons from all over to support their efforts.  

Citizen Input

Mr. Roback I am concerned about a dog that I think is a vicious dog and then became a County complaint as I mis-identified the dog breed.  I wanted people to be aware and be cautious and now the Town is not involved as this has become a County issue.  I can’t get a response from the County if they have had contact.  It is difficult to get hold of this individual.  The dog may have already been removed.  I don’t know.  Rather than kicking the can down the road and waiting several weeks, I want to reduce the complaint to a vicious animal investigation.  Maybe then the County should take over.  There has been this bouncing of who should respond.

Mayor will make an exception to our rules, which state that you must be a Cheverly resident to comment during Citizen Input.

Ms. ? I wanted to say that I appreciate the interpreters.  Regarding the cell phone text messages are a great way for members of the deaf community to communicate.  Can you open up the 3-5 year wait list for the pool?

Introduction O-3-17 Amending the Lot Maintenance – Abandoned Autos

Mr. Warrington this is a follow-up to make our Code match our actual operations.  We give a 15 day notice then a 15 day violation that equals 30 days to remove a vehicle.  Our Code says 30 days so we would like this minor change to make it 15 days in the Code, which will overall end up being 30 days.

  • CM Stewart to adopt O-2-17 adopting amending the personnel section. Seconded CM Eldridge.  Approved 6-0.
Authorization Award of Contract – Public Works Flooding

Mr. Warrington this is the request for authorization to award a contract to D&M Utilities as part of our FY18 C.I.P. project list to address and cure the flooding that often occurs in our Public Works facility.  The will allow us to stop sand bagging the doors of Public Works to keep the water from entering the facility.  Mr. Torres has addressed some of the water uphill, but the pipe down there is very undersized.  We received 2 proposals and we are recommending the authorization to award the contract.  The new catch basin will collect sediments and clean the water that is now untreated and heading into the Beaver Dam Creek.  

CM Ivey I asked this question earlier and it is important to me that the Town spend as much money in the Town of Cheverly, Prince George’s County and the State.  Neither bidder is in the County, but they are in the State.

Mayor we have done a lot of things for the environment and this is another water quality improvement issue that the Town’s Public Works Director addresses.

  • CM Riazi to authorize the award of the contract for corrective pipe work to be installed at Town Park to eliminate the flooding issues and improve water quality in the amount of $37,600 in accordance with the FY18 Capital Improvement Program. Seconded CM MacKenzie.  Approved 5-0.
Mayor and Council Announcements

CM Stewart I want to remind my Ward 4 neighbors that the next Ward 4 Civic Association meeting will be September 18th at 7pm.  

CM Ivey on August 23rd at 7pm until 8:30 at Fogle Hall at the Cheverly United Methodist Church I will be hosting a conversation with a Professor of mine at the University of Maryland in the African American Studies Department, he is a lifelong Prince Georgian who happens to be white, and we are going to be talking about race relations and how people can be better allies to minority communities.  I’d love to see the whole town show up at Fogle Hall at the United Methodist Church.

CM MacKenzie the Cheverly Farmer’s Market is this Saturday and we will have story time and you can return books to the library.

CM Eldridge by the time we meet again, school will be back in session, so drivers be very careful.  It would be interesting to visit the Town’s procurement policy.

Mayor my phone is full, but I was on vacation.  Finally, the Worksession agenda is:  August 22nd is the zoning meeting on the Ernest Maier concrete batching plant.  The County Chief of Animal Control will come and discuss some issues animal related, Mr. Torres will be giving a presentation and I am asking for questions in advance by this upcoming Friday, there will be a Climate Proclamation, Discussion of Trust Town designation if the Town Attorney is available,  Position Description and Land Acquisition and Department Head Evaluations.

CM Stewart can we discuss trash cans at our bus stops?

Mayor we will get input from our Town Administrator and put that on the agenda.
