Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.

Chief’s Report

Chief Robshaw Public Safety night is next Thursday at 5:30 at Town Park.  We will have an adult obstacle course and a child obstacle course.  We have fire department vehicles and should have a demonstration by the bomb squad.  We have a bake sale and the proceeds help family members of officers killed in the line of duty.  The U.S. Park Police have agreed to send Eagle One, which will be landing at 6pm.  Our new cameras are made by Panasonic and most of the patrol cars have them installed and the clarity is outstanding.  We spend a lot of our money for video storage.  August was our worst crime numbers of the year.  Shoplifters have pushed our numbers up.  When school ends and school starts are traditionally our bump up periods for crime.    

CM Eldridge identity theft is on your report can you explain.

Chief Robshaw Federal laws allow any police department to take an identity theft and none were from Cheverly, but we take the reports and further them on to the agency that can do something about it.  I forward reports to the west coast, but I don’t know what they did with it.

CM Ivey previously you asked the Mayor and Council for funding for implicit bias training.  Could you give an update on that training?

Chief Robshaw we did the train the trainer course and we got Sgt. Lamb in that course and he team teaches with other agencies.  We can do it in house and we can keep it new, fresh and up to date.  I’m excited that we are certified in that area.  We are way ahead of the game.  We have some follow-up training on de-escalation.  


CM MacKenzie I want to thank you for your street meet at the apartments, which was a very hot day.

Town Administrator’s Report

Mr. Warrington stated that the auditors are finishing-up and our Uniform Financial Report is due to the State by Halloween.  We will get the final audit hopefully sometime in November.  The work to cure our flooding issues at Public Works has been completed and it looks like we have corrected out issues.

Mayor we have also put a filter that is now aids in quality control.

CM Stewart there is something a little exciting about updating our email system and can you give us an update.

Mr. Warrington Our goal is to bring something to our September 28th agenda.

Mayor do you have an update on SHA and the bridge.

Mr. Warrington we had new players from the same team of SHA and the County.  We have not heard anything back from them as well.  They are from the Baltimore office and they got a good view and flavor as to why we are so concerned.

CM Ivey are there any openings in Town Hall?

Mr. Warrington there is a part-time position in the police department and there is an opening for a police officer.  

Recreation Council

Barbara Pejokovich the next meeting will be on the 26th at 7pm.  On October 14th we will have our Flea Market.  The Woman’s Club will have their chicken salad sandwiches.  The sale of the tables goes back into the community to give 3 $500 scholarships to seniors in town.  The bake table proceeds are used by St. Ambrose for the holiday baskets for the needy.  Halloween this year will be our event on the last Saturday in October, the 28th at 11:30 here and the parade will begin at Tot Park.  

CM Garcia has a senior from the apartments ever received a scholarship?

Barbara Pejokovich as long as you are a Cheverly resident and the apartments are residents, then all they need to do is apply.    We will also give you a scholarship if you are in a trade school.  It is in the newsletter and we discuss it at these meetings.  You can get the form and apply.  We do ask for service and that they have good grades.

Mayor if you want to push this information out, then you can get the information on line and in the newsletter.  The opportunity is there, but it is not used by a lot of people and it is infinitely more accessible.

Green Infrastructure Committee

CM Riazi the science committee made a report and they agreed to assist CM MacKenzie.  David Kniepp submitted the sustainable application.

Cheverly Day Committee

Mayor we are going to have a planning meeting.  We need to get people to join.
Planning Board Report

CM Eldridge it was a brief meeting and we discussed some of the ongoing development of the Craftsman property.  There is a detailed site plan for a proposed new building on Landover Road. We talked a little bit about the Columbia Park Road bridge traffic.  

Citizen Input

Ward 4 the Postal Service is awful.  Yesterday I received a notice about a microwave that is not mine.  I have received yard waste that is not mine.  I know in the past that a note would be left to remove it.  What do I do with this ticket?

Ms. Marion Dombrowski I wanted to thank the Council for pledging financial assistance and providing the assistance of the Public Works Department with the Chesapeake Fund Grant I am working on.  

Mayor David is making an outstanding recommendation, and sometimes I wonder what he does its times like this, he is saying we should move the letter for Quincy Run up on the agenda so you don’t have to wait.

Letter of Support for Quincy Run Grant

Ms. Dombrowski I am asking for a Town endorsement of a grant project for Quincy Run and you all have a copy.  1/3 of Quincy Run is in Cheverly, but unfortunately it is underground.  This grant will be a phase for completion of the design documents and to engage the community.  

CM Eldridge I want to thank you for all the work you have done on Quincy Run and you mentioned the bike trail and is this part of the grant?  

Ms. Dombrowski no it’s just that Quincy Run is extremely visible from the bike trail.


  • CM Riazi to support a letter for a grant for the Port Town’s Community Development Corporation for Quincy Run. Seconded CM Eldridge.  Approved 6-0.
Second Reading Amending Lot Maintenance – Vehicle Storage

Mr. Warrington this is the second reading of an ordinance that will make two portions of our Town Code in synch.  It clarifies both sections as providing a notice that an inoperative vehicle may only remain on a property for 15 days.

Introduction – Resolution R-8-17 Climate Change

CM Riazi this is a resolution of the history of Cheverly supporting our green infrastructure and to continue to do practices along those lines.  It also recognizes climate change and what we can do to carry on our practices. This resolution is on our website and I invite folks to look at it and provide input.

Authorization to Award a Contract – Traffic Study

Mr. Warrington the Mayor and Council asked the staff to put out a traffic study request for proposals.  The idea is to look at a quadrant from Cheverly Avenue to Forest Road to Route 50 to Route 202 and the traffic patterns, speed control and safety measures that can be improved in this area.  We received three responses and we are recommending the lowest and best bidder as Nelson/Nygard as having met all the requirements of the RFP.  We will need a budget adjustment because we had no idea what it was going to be in April during the budget.  That budget adjustment will have to be for $ 40,000.

  • CM MacKenzie I would like to make a motion for a budget adjustment in the amount of $40,000 to the consultant line item for a traffic study Seconded CM Eldridge.  Approved 6-0.
  • CM Eldridge I will make a motion to authorize the Town Staff to initiate a contract with Nelson/Nygaard for a traffic study.  Seconded CM MacKenzie.  Approved 6-0.
Mayor and Council Announcements

CM Stewart the Ward 4 Civic Association meeting is next Monday here at 7pm.  If you have questions you can email to me.  There is an internet exchange location out front that may come in handy and if you want to donate a car, like my family just did, you can call the Cheverly Police Department to do so and it is really easy.

CM MacKenzie the work on feral cats continues and contact me if you want to be part of the discussion.  Every community market has story time and the library will be there.  The community market is hosting a sip local on the 23rd.  I went to Diamond Design at Spellman and it was really great to see how they are going to take learning to the outdoors.  We are looking for Cheverly volunteers to help look out for the gardens during the summer when the students are gone.

CM Eldridge October 4th is national bike to school day and we will begin at Legion Park where we will go up to Kilmer and down 23rd to Spellman.

Mayor The upcoming Worksession agenda on the 28th includes: a discussion of the Sanctuary Trust Act, a briefing of the Landover Shopping Center, a grant request from the Community Market, Position Description, Trash Cans for Cheverly Avenue Bus Stops, Department Head Evaluations, Email system and drainage from property.

CM Garcia CM MacKenzie and I had a meeting with the vice president of Folger Pratt and I would like to bring what happened at that meeting to the Council.

CM Ivey we are going to have a follow-up event in a different Town to the event we had previously in late September or early October.  I will be sending out invitations to that event.
