Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.

Chief’s Report

Chief Robshaw a few things our crime statistics are up a bit from last year and some of it had to do with breaking and enterings and the suspect has been arrested and is in the Department of Corrections.  We were able to recover some property.  Those 2 months pushed up our overall numbers.  I want to thank everyone who attended the crime meeting and I welcome the community’s input.  We offer home inspections to prevent burglaries.  Please call and schedule one at no cost.  Community Partnerships are important and we have reached our goal for Cheverly Cops, Kids and Family of $3,500.  Mosiac has been with us for this for many years.  Pepsi is helping and Wal-Mart has donated $2,500 to this cause.  We now can do 10 kids and now 10 families.  I also want to thank the residents for their assistance as well.  We will be going out this Saturday to shop, have lunch and maybe Santa will visit.  100% goes to the Kids and Family and there are no administrative costs.  Wal-Mart has already committed to helping us next year.

CM Riazi could you speak to package safety this time of year and what they can do to protect their homes when they are away.

Chief Robshaw 9 of our 11 crimes this year have been shoplifting this month.  We do have an exchange zone in front of Town Hall for a safe exchange of on line purchases.  Packages are always a problem.  I have picked-up some packages that have not made it to the front door and had an officer bring it by when the resident is home.  I would suggest to let someone in the neighborhood know that a package is coming and see if they can pick them up for you.  We have plain clothes officers following delivery trucks to make sure others aren’t doing the same and taking packages.  Reach out to your neighbors.  

CM Garcia how are those 10 families picked-out?  Are they families in Cheverly?

Chief Robshaw We rely on the school board as they are aware of the economics as well as religious organizations to provide us with a list of those in need.  I would prefer to address Cheverly residents, but sometimes the students at the school are outside of our town limits.  They are in need however and we are trying to address that need.  

CM Garcia in the coming year, it won’t be the same family?

Chief Robshaw Four years in a row and I have only had one kid that we had twice.  We take them shopping with gift cards, they come back for lunch and then there are toys provided by Mosaic.  There are no tax dollars involved.

CM Eldridge I know we talked about upgrading our body cameras, can you give us and update?

Chief Robshaw we have the new cameras installed in the cars and on the officers.  The cameras automatically turn the cameras on once you exit the car and pass the sensor.  We have a better system and view from the mounting on the officer and the video is crystal clear.  It is a 2 phase thing to capture what is happening and to do a better job with the public.

Town Administrator’s Report

Mr. Warrington one is that we have posted the snow parking restrictions on the website and we ask you to refresh where you should or shouldn’t be.  We are still picking up leaves and the operation continues to February and we will get the bagged leaves on Mondays.  We had a water main break this past week and we will be looking to replace that in this upcoming CIP in the next budget.  We have scheduled our meeting with our traffic consultant for our January Worksession to get public input for our consultant before they start their counts.

Mayor I want to note that the Planning Board met today and the Cheverly Sector Plan amendment was to be discussed.  We submitted 629 pieces of testimony in opposition to the amendment.  It took 3 minutes and they put forth a denial of the map amendment.  I want to thank everybody.  The District Council will ultimately make the final decision on January 23rd.  We are actively working to obtain the County surplus land in this area.

CM Eldridge Are there other surplus properties we should be looking at?  If a developer is interested in an area we are in agreement with, then I think the Town is a very cooperative partner.


Green Infrastructure Committee

No report.  

Cheverly Day Committee

Mayor It is the third Saturday in May be there.
 
Planning Board Report

Mayor we discussed the first Oxford Corporation who wanted to develop the land we just talked about.  We talked about the Economic Development Corporation tour of the Town to show them of the Pointe site, the hospital grounds and the Craftsman property.  Craftsman is removing much of the storage material on the property.  John Mason of the EDC is the primary person moving from the Union Market area and some are already coming to this area.  We spent time on Tuxedo Road and he was impressed in the Design Army building.  We then talked about the Columbia Park Bridge and maybe after the first of the year we can have a meeting to advocate for the improvement of the bridge.  Also, Zach Corrigan has proposed a letter from the Town regarding the Zoning re-write for tomorrow.

Second Reading O-1-18 Non-Intervention Ordinance

CM Ivey what we are doing here is putting into Code some of the practices that are already used by our Police.  But, we are going further by putting in some anti-discrimination and reporting requirements and other benefits as well.  We are trying to be more inclusive by putting this into Code.  

CM Eldridge I am very excited about this. I think we need to have an exercise of looking at out Code to be sure it represents our intent.  In Florida they have 180 day committees to target and focus on certain things and maybe we can use this process to look at this.  

Introduction – Ordinance O-2-17 Traffic Calming

Mr. Warrington this is the Mayor and Council’s request to amend our Speed Hump section of the Code to become Traffic Calming which will take all the requirements for speed humps and extend them to all traffic calming devices.  

CM Eldridge My feeling is that citizens are excellent at identifying an issue and sometimes we have one tool in the tool box and my intent is to give our town experts an opportunity to weigh in and offer solutions that are appropriate for that area.




MML Legislative Priorities

Mayor CM Stewart was going to address this matter, but she is under the weather and we will defer it to the January meeting.

Letter to Zoning Re-Write Group

Mayor I have handed out the letter drafted by Zach Corrigan of the Cheverly Planning Board.  He has outlined an important issue around the development around the Cheverly Metro.  The letter is about the percentage

  • CM Riazi I make a motion that the Town submit comments on the draft of the Zoning Ordinance and Subdivision regulations specifically 27-4.204 addressing what we believe are not beneficial limits to the time horizon for mixed use development.  Seconded CM MacKenzie.  Approved 5-0.
Mayor and Council Announcements

Mayor there is no Worksession this month.  We will be judging the holiday lights on the 18th from 7-9 pm.

CM Ivey this holiday season the Cheverly American Legion is looking to help needy veterans and you can reach out to the commander at commander@cheverlyamericanlegion.com.  

CM MacKenzie the Cheverly Parent Resource Center is having a cookie swap on Sunday and a special someone may come to read a story to the kids.  The Market Season finished up last week.  We had a fantastic turn out regarding the library system attending.  If you are in a library tell how great it was that they were there and it can make a difference.

Mayor If the Council wants to send a letter to the library system, please draft it so we can get it out in January.    

CM Riazi we had a wonderful tree lighting and I want to thank you all.  Five years ago today people lost their lives at Sandy Hook Elementary School.  Take time to appreciate our families and think of ways we can help.
