Minutes – Town Meeting 12/10/15
Minutes – Worksession
Mayor recognized the Holiday Decorating Contest Winners.
Chief Robshaw we are in the beginning stages of using the new County records system and Cheverly will now have its own case numbers, which it will be easier to track. We just need to load some software and do some training. Hopefully, this will be paperless and allow us to access to any report in the County. Now is a good time to schedule a home security survey. There is a budget adjustment request tonight to repair our License Plate Reader and we encourage you to approve this to allow us to see if there are stolen vehicles or people with warrants in our community. Lastly, I encourage persons coming upon a pedestrian in a crosswalk to stop. The same is true for pedestrians since you cannot just step out into the street in front of a vehicle. It is not a good competition to
be in with a vehicle.
Mayor there will be a meeting on January 26th at 7pm to review the building usage.
Green Infrastructure Committee
Mayor two things: they met with the County’s stormwater management firms charged with getting the County to reach its mandates. The Committee was confused because it is so early in the process that there is just not enough information to give out. We will work closely with these organizations. We are months away from clarity. They are trying to identify a grant to get a green street in Cheverly.
Cheverly Day Committee
CM Daly we are off and running to find food venders and people to participate in the parade. We will be meeting on February 8th at Mayor Callahan’s house at 7:30. We are open to volunteers and ideas you wish to implement.
Mayor we are also working on trying to get bubble soccer here for Cheverly Day which could be a lot of fun.
Planning Board Report
CM Eldridge the Planning Board is going to the January 27th Sector Plan from 6:30 to 8 at the Kentland’s Ballroom. They are considering a rezoning application for a warehouse on Columbia Park Road. It was rezoned to I-3 and the applicant wants it rezoned to I-1. I am not convinced that the things in I-1 are not compatible with the area. The County is rewriting its zoning ordinance, but I really encourage people to get involved. You can find information on the MNCPPC site.
Mayor there was a good conversation as to how to participate in the planning process. We should try to reach out to the PGCMA in order to get support from all the municipalities to figure out how we should all be punching above our weight and work together. Locally there will be Metro overlays and they are unique to our areas. We should be very active as to what they should look like and what the rules are and MNCPPC will show up and walk through the process with the Planning Board.
Ms. Hinkle of Laurel Avenue I am here representing Progressive Cheverly and the Community Standards Coalition regarding the Capital Plaza Wal-Mart. Wal-Mart has made a move to expand their site to a 24 hour super Wal-Mart. This coalition is made up of people around the store. We have met with Wal-Mart and with the Nellis condition as to the additional development to Capital Plaza. The Coalition feels the Wal-Mart is not a store for which we are proud and actually has inhibited development. Therefore, the coalition will be opposed to the expansion. We are not convinced that bigger is better. We will be meeting on this matter at the February 4th Progressive Cheverly meeting.
Ms. Williams-Thomas 6302 Joslyn and I’m here to bring-up the need for a streetlight in our area. A good deal of the street is dark. Our house and the one next to us have small children and we feel there is a need for a street light.
Mr. Fred Price, Jr. 62nd Avenue, On February 14th the fourth ward civic association will be holding its 55th anniversary reunion. We invite all to come out and help us celebrate. I have sent some items to the Mayor that I would like to address in the future.

Town Administrator the Town received a grant from the Governor’s Office of Crime Control a few years ago to purchase a License Plate Reader. It has worked very effectively in our Town, but is in need of repairs. Our Specialized Service account in the Police Department does not have adequate funds, since the repairs are $4,500 for a $24,000 piece of equipment. We are asking for a budget adjustment to this account in order to perform these repairs.
- CM Rodgers to make a budget adjustment the Police Specialized Service account in the amount of $4,300 for repairs to the LPR. CM Coolen seconded. Approved 5-0.
Mayor and Council Announcements
CM Eldridge I want to encourage everyone to attend the Cheverly Sector Plan meeting. Also, I would like to talk at the worksession about the zoning code strategy.
CM Daly just want to remind everybody about the Sweetheart Charity Ball that will be Friday January 29th and they are tax deductible contributions that will go to Fair Girls which is a safe haven for girls of trafficking..
Mayor discussed the Wal-Mart conversation and noted the Town favored the limitation of groceries, 24 hour operation and the sale of guns at that location. The hearing is March 5th on changes to the operations. We need to figure out where we are going to be on their requests. We met with Historic Preservation Commission at 6301 regarding a well on the property that was probably built in the early 1900’s. Worksession items: Discussion at 6301 Kilmer about how to proceed, Anacostia Trails Heritage Association, Wal-Mart Expansion, Inter-municipal Bike Infrastructure MOU, Tremont Avenue Speed Hump, Valley Way Speed Hump, Joslyn Streetlight, Amending Housing Code Requirements, FY16 Audit, Capital Improvement Projects, Smithfield Property, Zoning Code and Montrose/Cheverly
